Using the green infrastructure planning approach to strategic conservation, the assessment focused on three key steps for successful green infrastructure planning efforts:

1) convening a leadership forum of public and private leaders to better understand conservation priorities,
2) creating a GIS-based network design that mapped the county’s network of forests, wetlands and water systems, and
3) developing an implementation quilt that identified development management and land conservation tools to achieve local and state conservation objectives.

The assessment also analyzed the state's working landscape protection program, the Delaware Agricultural Lands Preservation Foundation, and recommended opportunities to enhance program implementation through the use of optimization decision support tools for easement project selection.
